Phil spent 15 years at the heart of UK government, attending Cabinet and serving as Leader of Local and Regional Government for the UK. He led a large city region on England's south coast and has an extensive corporate career - including founding and chairing FuturePlaces, a £3bn+ regeneration company. Now based in Dubai, he advises governments and investors across the Gulf.
